06:05:12 tonight I do have good news.

06:05:15 It's my pleasure to introduce some of the winners of the

06:05:19 American Legion oratorical contest.

06:05:24 Shelli Romeu.

06:05:33 She organized the students who are going to be presented

06:05:35 before us.

06:05:36 And I am going to give some background on the contest.

06:05:39 I know that my colleague Mr. Cohen and Mr. Miranda have

06:05:42 already done these type of judging, but the American Legion

06:05:47 oratorical contest exists to develop deeper knowledge and

06:05:51 appreciation for the U.S. Constitution among high school

06:05:54 students.

06:05:54 The 70-year-old program presents participants with an

06:05:57 academic speaking challenge that teaches important

06:06:00 leadership quality, the history of our nation's laws, the

06:06:04 ability to think and speak clearly, and an understanding of

06:06:08 the duties, responsibility, rights and privileges of

06:06:10 American citizenship.

06:06:11 The subject to be used for prepared oration in the

06:06:17 oratorical contest must be on some phase of the

06:06:20 Constitution, which will give emphasis to the attendant

06:06:24 duties and obligations of a citizen to our government.

06:06:27 The prepared oration must be an original effort of each

06:06:31 contestant and must take not less than eight minutes or more

06:06:35 than ten minutes to deliver.

06:06:37 This evening I am going to ask for Shannon Wade to please

06:06:44 come up here and join me.

06:06:47 She is an eleventh grader, home schooled at the Grade

06:07:04 academy.

06:07:04 And Mr. Stultz is an eleventh grader from Jefferson high

06:07:08 school.

06:07:10 There's a couple of dragons on this council.

06:07:16 I am not so sure what that means for you in the future.

06:07:19 [ Laughter ]

06:07:20 And I think -- Jessica has not joined us yet.

06:07:27 Okay.

06:07:27 All these students exhibited confidence and appreciation for

06:07:31 our history during the presentation.

06:07:34 Tampa City Council wants to congratulate Shannon Wade, our

06:07:37 eleventh grader from Wade Academy for her outstanding

06:07:40 participation in the American Legion oratorical contest.

06:07:43 Shannon is the first place winner for her district.

06:07:48 She recently placed in second overall the Department of

06:07:51 Florida contest.

06:07:53 In addition to her studies, Shannon is civically engaged

06:07:56 with her church and tutors math at her local elementary

06:08:01 school.

06:08:01 So Shannon, for you on behalf of council, our commendation.

06:08:08 Would you like to go say a couple words?

06:08:16 >> All right.

06:08:19 My name is Shannon Wade.

06:08:21 I'm 16 and I'm home schooled for about seven years.

06:08:24 And I just wanted to say what an incredible opportunity the

06:08:27 American Legion has put on.

06:08:28 I know throughout my home schooling years, I have been

06:08:32 taught how important the Constitution is where to us as

06:08:36 Americans and how bee should be engaged in our community and

06:08:39 our nation.

06:08:40 And it's been an incredible honor and opportunity to learn

06:08:43 more about the Constitution to have that chance with the

06:08:47 American Legion, for the responsibilities and to be

06:08:51 educated.

06:08:51 In reality, that's what is absolutely necessary for this

06:08:54 nation to go on.

06:08:56 Once again I want to thank the American Legion, thank post

06:08:59 152 for sponsoring me along with district 15 which is the

06:09:03 district that I am in.

06:09:04 Thank you very much.

06:09:05 [ Applause ]

06:09:06 >>CHARLIE MIRANDA: I remember two words of the Constitution.

06:09:12 "We the people."

06:09:14 [ Laughter ]

06:09:14 And I remember --

06:09:18 >> Being a math tutor --

06:09:20 >> I wanted to see if council got that.

06:09:25 You are better than a third grader.

06:09:27 But I know Mr. Cohen.

06:09:29 So I listened and heard what this post has done and it's a

06:09:35 marvelous thing.

06:09:38 This young man and this young woman, the future is very

06:09:41 bright because you involved yourself in the community, and

06:09:43 that's what this post is all about.

06:09:45 And one day hopefully you will be leading the city.

06:09:48 I'm talking to the two of you.

06:09:49 >>MIKE SUAREZ: I was going to say.

06:09:54 >>MIKE SUAREZ: Let me make this presentation to Mr. Stultz.

06:10:08 Isaiah is also an eleventh grader.

06:10:12 He came in first place in the post 5 contest which is the

06:10:16 USF Tampa post.

06:10:18 I think you all are familiar with at the corner of Kennedy

06:10:20 and Dale Mabry.

06:10:21 And he went on to place second in the district.

06:10:24 And it doesn't say what your other activities are but I'm

06:10:29 sure they are just as good especially being a Jefferson high

06:10:32 student.

06:10:33 Congratulations.

06:10:35 Come on up here and tell us a little about yourself.

06:10:38 >> It's great to be here, first off.

06:10:43 But once again my name is Isaiah Stultz, Jefferson high

06:10:49 school, alumnae going to be after a year now.

06:10:53 Wow, it is a real honor to even be recommended for something

06:10:57 like this.

06:10:58 I am truly blessed and I'm just really happy that I could

06:11:01 take part and participate.

06:11:05 It is a learning experience, but I didn't win the whole

06:11:09 thing.

06:11:09 I gave it my best.

06:11:11 And I'm just very thankful for everything, post 5, district

06:11:22 15, of course.

06:11:24 And I just hope that not only me but others can learn from

06:11:30 this experience.

06:12:07 has been tremendous and outstanding and extremely

06:12:11 educational.

06:12:20 Continue to do the good job that you do.

06:12:24 I would like to give special recognition to a young lady

06:12:28 miss Shelli Romeu who contacted every high school in

06:12:35 Hillsborough County to give these students the opportunity.

06:12:38 Of course, we only got a few.

06:12:42 But just the same, we want them to know the opportunity is

06:12:45 here for them also.

06:12:47 Again, thank you so much.

06:16:32 >>ABBYE FEELEY: The two items on your agenda tonight are

06:16:35 both drive-in window special uses so I believe they should

06:16:38 be rather quick.

06:16:38 The first is located at SU-II-14-04, 2610 Bruce B. Downs

06:16:48 Boulevard, and the request this evening is for a drive-in

06:16:51 window associated with a bank.

06:16:53 There are no waivers being requested with this special use

06:16:56 application.

06:16:56 >>David Hay: Planning Commission staff.

06:17:04 I have been sworn.

06:17:07 The first case tonight is located up in the New Tampa

06:17:10 planning district, one of the two districts that are

06:17:15 envisioned to remain residential areas over the comp plan.

06:17:18 The subject site is located in the far Northern Area of the

06:17:22 city adjacent to Bruce B. Downs at County Line Road, which

06:17:25 as you can see on the map is Bruce B. Downs is designated a

06:17:28 transit emphasis corridor.

06:17:31 Onto the aerial.

06:17:33 Since the subject site is near the edge of Hillsborough

06:17:36 County, we basically ran out of map so it's way up in the

06:17:39 corner up there.

06:17:40 >> It just falls off on the end of the line.

06:17:47 >> Way up in the corner towards Pasco County.

06:17:50 >> You're making fun of my district.

06:17:52 That's fine.

06:17:53 [ Laughter ]

06:17:53 >> You can see Bruce B. Downs running north and south and

06:17:56 also see trout creek running behind the development area

06:18:00 there.

06:18:01 There are predominantly residential uses west of trout

06:18:06 creek, and then we have some light commercial, residential

06:18:11 support uses and other residential uses along Bruce B.

06:18:14 Downs.

06:18:16 Finally, onto the future land use map again, way up there in

06:18:20 the corner, the subject site and property is located south,

06:18:25 west and north are all planned as mixed use 3, that bright

06:18:30 reddish pink color.

06:18:31 The light pink further south in the City of Tampa are areas

06:18:35 suburban mixed use 6 and all those white areas are

06:18:38 unincorporated county.

06:18:39 Basically, the Planning Commission staff found the proposed

06:18:42 special use for drive-through would be comparable and

06:18:45 compatible to the existing auto oriented development

06:18:48 patterns found within this portion of the New Tampa area.

06:18:51 Therefore, Planning Commission staff did find the special

06:18:53 use requests consistent with the Tampa comprehensive plan.

06:19:04 The applicant is requesting a special use of the property at

06:19:08 2610 Bruce B. Downs for a drive-in window associated with a

06:19:11 bank.

06:19:12 It is the USF credit union.

06:19:14 They are currently located within the shopping center.

06:19:17 That's just adjacent to this property.

06:19:20 The property contains 1.37 acres and is located within the

06:19:24 cypress shopping center along Bruce B. Downs just south of

06:19:28 County Line Road.

06:19:29 It proposes 4500 square foot credit union and three-lane

06:19:34 drive-in facility.

06:19:35 Setbacks are as follows.

06:19:36 North 10-foot.

06:19:38 South 10-foot.

06:19:39 East 10-foot.

06:19:40 West 10-foot.

06:19:41 And it requires 18 spaces and 85 spaces are being provided.

06:19:49 This pad of the shopping center has already been parking was

06:19:54 paved, and a dumpster is located there.

06:19:56 There will be some minor site modifications when they do

06:19:59 construct the credit union.

06:20:01 But you can see Bruce B. Downs to the east, County Line Road

06:20:05 to the north.

06:20:06 You may recall in 2010, we did the drive-in window here.

06:20:13 It has been constructed.

06:20:14 We'll show you photos of that.

06:20:16 As David said, this is at county line along Bruce B. Downs

06:20:21 and along County Line Road to the north.

06:20:24 It is a larger PD-A, and drive oat in window within this

06:20:27 PD-A requires special use.

06:20:31 I'll show you some photos of the site.

06:20:37 It is from the intersection of Bruce B. Downs and the access

06:20:40 drive into the shopping center.

06:20:42 This is a look from the western portion of the site looking

06:20:46 back northeast.

06:20:54 Also from the site.

06:20:55 Another one from the west looking east.

06:20:57 Here is the Burger King.

06:20:59 Here is the entry.

06:21:01 Here is the back of the L.A. fitness and Sweetbay.

06:21:06 Also located to the east side of Bruce B. Downs.

06:21:13 There are a couple of modifications that need to be made in

06:21:16 between first and second reading.

06:21:18 The first is that the dumpster enclosure needs to be shifted

06:21:22 to the east wall, the eastern line of the western most

06:21:26 parking space.

06:21:27 And we did provide that to the applicant.

06:21:29 And the second is from transportation, the stop bar be moved

06:21:36 into the site just before the sidewalk.

06:21:41 Staff, in relationship to the special use criteria, all the

06:21:44 criteria have been met and staff did find the request

06:21:47 consistent.

06:24:25 Your second case of the evening SU-2-14-05 is located at

06:24:30 3671 west Hillsborough Avenue.

06:24:32 The request before you tonight is for a drive-in window

06:24:35 associated with a retail pharmacy.

06:24:37 This will be for a new WalMart center that's going to be

06:24:41 constructed, a portion of an existing shopping center is

06:24:45 going to be demolished, and the drive-in window will be

06:24:49 associated with the pharmacy.

06:24:50 I'll finish my presentation after David.

06:25:02 For my first case to our last case, this time we moved out

06:25:07 >>CHARLIE MIRANDA: Well, we only have two cases.

06:25:09 Usually one is first and the other one is last.

06:25:11 >>David Hay: I like that.

06:25:13 The subject site is located in the southwest corner of the

06:25:16 planning area way down here near the intersection of west

06:25:19 Hillsborough Avenue and north Himes Avenue in the green

06:25:22 house shopping plaza which is just north of Al Lopez park.

06:25:27 The subject site is located within proximity to two transit

06:25:33 corridors, North Dale Mabry and Hillsborough Avenue.

06:25:35 You can make out the subject site based on this map is

06:25:38 located in the extreme northeast corner of the Westshore

06:25:40 business district center.

06:25:43 Onto the aerial, the subject site is in the center.

06:25:47 You can see it.

06:25:47 It is a portion of that existing green house shop shopping

06:25:50 center.

06:25:51 Some of you might remember the old TGI Fridays that was

06:25:55 there.

06:25:55 Just to the west we have the Hillsborough Avenue Dale Mabry

06:25:58 interchange, Al Lopez park is directly to the south, saint

06:26:03 Lawrence Catholic church is down in the lower right, and

06:26:05 then neighborhood commercial uses are located to the west

06:26:08 and east along Hillsborough Avenue and north along North

06:26:11 Dale Mabry highway.

06:26:12 And finally we can see the Courtney Cove apartments north of

06:26:19 the subject site.

06:26:20 Finally to the future land use map, the subject site and

06:26:23 properties located to the east in the pink color are

06:26:27 designated community mixed use 35.

06:26:29 The blue to the southeast is the public quasi-public, while

06:26:33 the green to the south is the major recreation open space.

06:26:37 The red to the west and north is the community commercial

06:26:40 35.

06:26:41 And finally the white at the top of the map is the

06:26:43 unincorporated Hillsborough County area.

06:26:46 Similar to the previous case the Planning Commission staff

06:26:48 found the proposed special use for the drive-it through

06:26:50 would be comparable and compatible to the existing auto

06:26:54 oriented development pattern found along this portion of

06:26:56 west Hillsborough Avenue.

06:26:57 Therefore Planning Commission staff did find the special

06:26:59 using request consistent with the Tampa comprehensive plan.

06:27:02 >>ABBYE FEELEY: Land development.

06:27:08 The request before you tonight is in a commercial general

06:27:11 zoning district.

06:27:12 It is located at the northwest corner of Himes and

06:27:16 Hillsborough Avenue, and the request is for permissible use

06:27:26 within the CG.

06:27:27 So the setbacks proposed are 10-foot as consistent with the

06:27:32 underlining zoning.

06:27:33 The proposed request requires 165 spaces and 166 are being

06:27:38 provided.

06:27:39 The overall shopping center is required 318 and a total of

06:27:44 338 are being provided.

06:27:49 This is the zoning atlas.

06:27:50 Hillsborough to the south, Himes to the east, the center is

06:27:55 CG.

06:27:56 The portion here is highlighted.

06:27:58 That's the portion of the special use.

06:28:03 Here is the aerial.

06:28:04 I think David described to you where we are this evening.

06:28:07 In relationship to the surrounding uses.

06:28:13 I will show you some pictures of the site.

06:28:16 There are several outparcels in the shopping center.

06:28:19 The Wendy's is one of them.

06:28:21 This is coming up Himes and turning into the shopping

06:28:23 center.

06:28:25 Here is look east -- looking west from the western portion

06:28:29 across the shopping center toward the portion that will be

06:28:33 demolished.

06:28:35 Here is another one of the outparcels.

06:28:38 Another shot.

06:28:41 This is the western portion adjacent to the D.O.T.

06:28:46 stormwater pond, back in the back where the drive-in window

06:28:49 will be located as you can see on the site plan that staff

06:28:52 provided.

06:28:55 This is the stormwater area at the overpass to get onto Dale

06:28:59 Mabry at the Hillsborough location.

06:29:05 This is looking east on Hillsborough.

06:29:08 This is the southeast corner of Hillsborough and Himes, the

06:29:11 northeast corner of Hillsborough and Himes, and this was

06:29:15 another view of Hillsborough from the shopping center.

06:29:22 Based on staff's review, there are in a further

06:29:24 modifications which need to be made to the site plan.

06:29:28 All of the special use criteria have been satisfied, and

06:29:31 staff did find the request consistent.

06:29:46 Let me say at the outset we concur with staff's

06:29:48 recommendation.

06:34:05 I just heard about today's news about Reubin Askew passing

06:34:09 away.

06:34:09 He is someone that obviously was one of the great governors

06:34:14 of Florida.

06:34:14 The reason why we have the sunshine laws typically are only

06:34:18 because of him, and because of the integrity that he had in

06:34:22 order to push that type of legislation.

06:34:25 Florida was a very backward and crooked state at that time.

06:34:28 It really propelled and pushed -- I was trying to make a

06:34:35 point, not to make an argument.

06:34:38 He really propelled Florida back from the 19th century

06:34:41 to the 20th century at that time, and really made our

06:34:44 state a much better place, came from a section of Florida,

06:34:50 Pensacola, that was not known as being racially diverse or

06:34:55 attendant to the needs of African-Americans, but yet he was

06:34:58 one of the first and very vocal proponents for including

06:35:06 African-Americans in government and supporting them, and

06:35:08 supporting busing when it was unpopular in this state.

06:35:12 Without him, our school system would have looked much

06:35:15 different, our state would have looked much different, and,

06:35:19 you know, we have a lot to thank to Reubin Askew.
