05:12:05 >>MARTIN SHELBY: So if council wishes to take it on first

05:12:08 hearing it can choose to do so, or if council chooses for

05:12:11 whatever reason to not hear it tonight, but there are those

05:12:14 in the audience who choose to want ton speak tonight, ABC

05:12:16 the chairman would say, then council can give them the

05:12:19 opportunities to do that and then they would not be able to

05:12:21 do that again weapon it's continued for the next.

05:12:26 My motion -- my notion is not to continue it but to hear it.

05:12:31 So anyone who is going to speak please rise.

05:13:08 >>CATHERINE COYLE: This is ARZ-14-01, City Council

05:13:13 documented the ordinance in March of 2013 to expand the Ybor

05:13:17 City historic district over this area to the north of

05:13:22 Columbus.

05:13:25 The ordinance did actually adopt this as a local historic

05:13:28 district.

05:13:28 And this is just a subsequent final step to actually rezone

05:13:32 to the YC district.

05:13:33 They are currently subject to Barrio Latino, and this is

05:13:37 just to make them the YC district.

05:13:41 The rezoning that's before you is taking the current

05:13:44 district of RS 50, RM, CM, CM and moving them to the

05:13:51 category in the YC district.

05:13:53 So moving the YC 8 and that is the predominant category for

05:13:57 this mostly single-family.

05:13:58 RM 18, there is only one piece.

05:14:08 This is YC 2.

05:14:09 There is one parcel of CM along 21st.

05:14:13 And that's being rezoned to YC 2.

05:14:15 And then along Nebraska is commercial general, and it's

05:14:19 being rezoned to YC 5 which is commercial general.

05:14:22 So it's like uses to like uses.

05:14:25 The dimensional standards changed only because it's smaller

05:14:36 lot.

05:14:37 But as a matter of course this is just the final step to

05:14:40 bring them in line with the Ybor City district.

05:14:42 And I'm available for any questions.

05:14:54 Because we had a discussion write think there was some

05:14:57 concern with the East Tampa business or civic association.

05:15:00 This won't include that area that they are speaking of, will

05:15:03 it?

05:15:04 >> That's correct.

05:15:07 This map might make that issue a little more clear.

05:15:10 When the district was expanded last year, we didn't stop the

05:15:14 boundary towards the east at the center line of 15th

05:15:18 street.

05:15:19 So the area that we are actually dealing with today is VM

05:15:28 Ybor.

05:15:28 It doesn't affect the East Tampa civic.

05:16:29 of the VM Ybor neighborhood association.

05:16:33 I did send a letter of support earlier.

05:16:36 We voted on the zoning changes that were recommended by

05:16:39 Cathy Coyle and Dennis Fernandez.

05:16:41 During our January 8th meeting, the majority supported

05:16:46 the recommended changes.

05:16:48 I think this subpoena a long time coming.

05:16:51 It's a personal resident in the area.

05:16:53 I'm looking forward to the changes.

05:16:54 And I think it's going to solidify or help to solidify the

05:16:58 historic Ybor local district.

05:17:01 And I encourage you to go ahead and approve what is

05:17:04 recommended.

05:17:18 I am here again in support of this, emphatically supporting

05:17:23 this tonight.

05:17:24 As an architect, as a preservation enthusiast and probably

05:17:27 most importantly as an Ybor resident, this is the final step

05:17:33 and something that's been four years in the making.

05:17:35 And I just want to again request that you support this

05:17:38 zoning change.

05:17:39 And I want to say that over the course of the last four

05:17:42 years, we appreciate your support from the neighborhood,

05:17:48 probably most importantly the staff support in terms much

05:17:51 outreach and the number of community meetings, and open

05:17:53 forums that have been held to talk about this, and way think

05:17:57 is probably a really important piece of the ebb residential

05:18:02 fabric.

05:18:03 So thank you.

05:18:34 related to an area rezoning, the general location of which

05:18:37 is south of Floribraska, and 21st avenues, north of

05:18:41 Columbus drive, west of 15th street, and east of

05:18:45 Mitchell Avenue, in the city of Tampa, Florida from zoning

05:18:48 district classifications residential single-family RS-50

05:18:53 residential multifamily RM-18, commercial neighborhood CN,

05:18:57 and commercial general CG to Ybor City specific zoning

05:19:01 classifications YC-2, YC-5 and YC-8, providing for notice,

05:19:09 providing an effective date.

05:19:09 >>FRANK REDDICK: Second.

05:19:12 >>CHARLIE MIRANDA: I have a motion by Mr. Swore, second by

05:19:13 Mr. Reddick.

05:21:23 everything the University of Tampa baseball team is doing a

05:21:25 fantastic job.

05:21:26 I don't know of anyone in the country with 29 wins and only

05:21:30 one loss.

05:21:31 They are unbelievable.

05:21:32 Saw the game Friday.

05:21:33 They were losing-0 in the 7th inning.

05:21:36 Then scored two in the bottom. Seventh.

05:21:39 And the next inning a young man hit a three run Homer and

05:21:42 they won the game 57-4.

05:21:44 So it was a great game.
